Mongolia has received a Credit from International Bank for Reconstruction and Development for Ulaanbaatar Sustainable Urban Transport Project (USUTP). The Project aims to develop a comprehensive framework for sustainable urban mobility in Ulaanbaatar, reduce congestion, improve road safety, and address climate resilience on selected transport corridors. The project components are: (i) integrated corridors; (ii) sustainable public transport; and (iii) building an effective institutional framework for transport infrastructure planning, management, and technical assistance.

TRANSPORT ENGINEER

This project is seeking a professional for the position of Transport Engineer. The selected candidate will directly report to the Project Coordinator.

Contract: Full-time for one year with possible extension based on performance starting from June 2023.

Duties and responsibilities: The Transport Engineer will have the following duties (but are not limited to):

  1. Review designs/drawings, specifications, and estimations of quantities of engineering design and rehabilitation works, together with Project Management Office (PMO) and the detailed engineering and design firms that prepare the design, drawings and specifications, cost estimates, supervision plans, and other relevant documents;
  2. Projection of the public transport analysis and providing required actions to be taken
  3. Review designs and/or feasibility studies done by detailed engineering and design firms, assist PMO staff to carry out planning and implementation of the activities in the USUTP components;
  4. Coordinate inputs and outputs of engineering and design firms with stakeholders such as public transit, and utility providers during design phases;
  5. Investigate public transport problems and recommend methods to improve public transport service;
  6. Estimate transport project costs;
  7. Conduct site visits before and during the project implementation period to ensure proper on-site preparation;
  8. Analyze the environmental impact statement for transport project;
  9. Liaise with detailed engineering and design firms and contractors to ensure the timely implementation of the project;
  10. Assist with the procurement activities for the supply of goods and services, including preparation of bidding documents, bid evaluation, and contract documents;
  11. Review progress reports of the activities under the USUTP components;
  12. Undertake quality assurance checking of engineering and design plan produced by detailed engineering and design firms, prepare work progress monitoring report;
  13. Provide technical support to MUB, Project Implementing Entity (PIE), and contractors on issues related to civil works with close coordination with the Project Coordinator and other consultants;
  14. Ensure adherence to project quality assurance standards and requirements;
  15. Coordinate safety measures among the activities in the USUTP components and construction works;
  16. Preparation of relevant parts of the project reports;
  17. Undertake such other tasks as may be reasonably requested and/ or assigned by the Project Coordinator and MUB.

Essential requirements:

  • Bachelor or higher degree in fields of Civil Engineering, Transport Engineering, and/or other similar discipline;
  • At least 5 years of professional experience in relevant fields such as public transport, project management, roadway design, and urban planning;
  • Prior experience with World Bank and other international development organizations would be an advantage;
  • At least 1 reference letter to prove these required experience and successful completion of similar scope and nature assignments from the previous client;
  • Ability to conduct fieldwork and travel locally;
  • Good interpersonal, communication, and participatory skills with the ability to function effectively and collaboratively in a team environment;
  • Excellent computer literacy, particularly with engineering and designing programs, and project planning /scheduling software such as MS Project/;
  • Participation in public transport and construction management, construction supervision of road traffic, and information technology measures by participating in and documenting construction meetings and site inspections;
  • Experience with the software products Strada, Visum, Vissim, and AutoCAD is desirable.
  • Transport planning, traffic dependencies, the coordination of systems to technical implementation;
  • Fluency in English and Mongolian languages (both oral and written)

CIVIL ENGINEER

This project is seeking a professional for the position of Civil Engineer. The selected candidate will directly report to the Project Coordinator.

Contract: Full-time for one year with possible extension based on performance starting from June 2023.

Duties and responsibilities: The Civil Engineer will have the following duties (but are not limited to):

  1. Review designs/drawings, specifications, and estimations of quantities of engineering design and rehabilitation works, together with Project Management Office (PMO) and the detailed engineering and design firms that prepare the design, drawings and specifications, cost estimates, supervision plans, and other relevant documents;
  2. Review the construction civil works and coordinate;
  3. Review design and/or feasibility studies done by detailed engineering and design firms, assist PMO staff to carry out planning and implementation of the activities in the USUTP components;
  4. Coordinate inputs and outputs of engineering and design firms with stakeholders such as public transit, and utility providers during design phases;
  5. Support public outreach team for design, construction, and maintenance of traffic plan;
  6. Prepare construction plans for the project to identify resource requirements, timelines, milestones, budgets, and bottlenecks, and align project-related safeguards tasks with the PMO;
  7. Conduct site visits before and during the project implementation period to ensure proper on-site preparation;
  8. Supervise and monitor the civil engineering works of the project;
  9. Liaise with detailed engineering and design firms and contractors to ensure the timely implementation of the project;
  10. Assist with the procurement activities for the supply of goods and services, including preparation of bidding documents, bid evaluation, and contract documents;
  11. Review progress reports of the activities under the USUTP components;
  12. Undertake quality assurance checking of engineering and design plan produced by detailed engineering and design firms, prepare work progress monitoring report;

Essential requirements:

  • Bachelor or higher degree in fields of Civil /road/ engineering, Project engineering, and/or other similar discipline;
  • At least 5 years of professional experience in relevant fields such as construction and project management, roadway design, and urban planning;
  • Prior experience with World Bank and other international development organizations would be an advantage;
  • Proven track record in reviewing design and engineering for medium to large-scale construction projects;
  • At least 1 reference letter to prove these required experience and successful completion of similar scope and nature assignments from the previous client;
  • Ability to conduct fieldwork and travel locally;
  • Good interpersonal, communication, and participatory skills with the ability to function effectively and collaboratively in a team environment and conflict resolution skills;
  • Excellent computer literacy, particularly with engineering and designing programs, and project planning/scheduling software such as MS Project;  
  • Passion for conveying complex interrelationships in the areas of road construction and traffic planning
  • Fluency in English and Mongolian languages (both oral and written).
